In short

How does route to market in Romania work for solar and wind?

Romanian plants sell on the OPCOM day-ahead (PZU) and intraday (PI) markets and settle imbalances with Transelectrica every 15 minutes through a balancing responsible party (PRE). New projects can hold a contract for difference from the national CfD scheme. SAMAWATT provides forecasting, OPCOM trading, PRE services and portfolio optimisation.

The Romanian power market for renewables

Romania combines good solar and wind resources, a coupled wholesale market and a pipeline of several gigawatts of new projects. Prices are among the highest in the region, driven by gas and hydro availability, and midday solar is starting to create the same negative-price pattern seen further west.

The market is coupled with Hungary, Slovakia and Czechia in the 4M MC and through the single European day-ahead and intraday coupling.

CfD scheme, green certificates and balancing responsibility

The green-certificate scheme that drove the first wind boom closed to new entrants in 2016; new projects rely on PPAs, merchant revenue or the national contract-for-difference scheme whose first auctions for wind and solar were held from 2024.

Every producer must be in a balancing responsibility group led by a PRE that settles imbalances with Transelectrica. Imbalance prices are set every 15 minutes and have been volatile as renewable capacity grows.

OPCOM day-ahead and intraday trading in Romania

OPCOM operates the PZU day-ahead market and the PI intraday market, both coupled with the EU, so Romanian prices follow the regional merit order and intraday liquidity benefits from cross-border flows.

Transelectrica procures FCR, aFRR and mFRR, and batteries are beginning to enter these markets alongside spot arbitrage.
